UNIVERSAL AND PRIVATIZATION: A COMPARATIVE ANALYSIS OF BRAZILIAN PUBLIC HEALTH SYSTEMS AND FRENCH

Abstract


This study set out to investigate whether the similarities between the model of French and Brazilian health system and support the conclusion that the two countries are moving in the same direction towards privatization of the health sector. The management contract entered in Brazil in order to meet the state's interests contractually with the private sector. In France, the government started to invest less in the health sector. The analysis points towards the interpenetration of public and private services transfer services that should be managed by the state. The dialectical approach is able to direct the article under discussion, to reaffirm the right to public health and its importance in society, despite the thesis, antithesis and synthesis.Therefore, both health systems are universal and egalitarian, however, in view of the neoliberal model, moving towards privatization of public health.
