A INTEGRAÇÃO REGIONAL NA AMÉRICA DO SUL COMO PROJETO DE ESTADO E SUPERAÇÃO DAS POLÍTICAS GOVERNAMENTAIS E IDEOLÓGICAS

Abstract
It investigates how government policies can be overcome in effective South American regional integration, especially through its framing as a State project and not aligned with purely ideological governmental issues. The objective is to analyze to what extent South American countries suffer from the lack of state commitment of their institutions to a unison project, an element that perpetuates the historical factors of disaggregation at the regional level, resulting in the fragmentation and ineffectiveness of mechanisms necessary for good functioning of the diplomatic plan, which is the responsibility of the ideological policies of the governments on duty. It is concluded that the effectiveness of regional integrationist projects places its hopes on the expansion of democracy, international dialogue and citizen inclusion, guided by State policies and not government policies, as has been verified. As a methodology, bibliographical research is used through the analysis of books, legal articles, national and international documents, legislation and jurisprudence. The research has descriptive and exploratory purposes. from a theoretical, historical-institutional, pure and qualitative approach.
